One of the simplest ways to possibly fix Call of Duty Modern Warfstuttering and frame drops on PC is turning off on-demand texture streaming. The ram usage thing does seem very suspicious, I'd like to force it to "see" my 16gb, but it's so early we don't even have console or command line arguments for that kind of tinkering. My specs are i5 4690k, GTX 1070 (tried with a few different drivers, right now on 388), 16 gigs of DDR3 ram at 1600mhz (CL9 IIRC), samsung 850 evo ssd. Graphics settings dont seem to matter for this, and the game caps out in ram usage at 7.5 or so total gigs, even though I have 16. but I'm playing on windows 7 so I don't even have DX12 available anyway. I saw a different thread about stuttering, but it's not my case as there they resolved by switching to DX11.
